How do you fix 100% cpu usage?

Recently I've been having trouble with my laptop. Whenever I connect to the wireless connection the CPU usage will get stuck at 100 (with occasional quick drops). It doesn't matter if I have 5 programs open or none. The RAM usage stays around 640.



Also some sites won't display, like gmail won't load. I always get the %26quot;this seems to be taking longer than usual%26quot; page (it works in basic html view though).



I've already tried Ad-aware, Spysweeper, Norton, and Registry mechanic but no change. The CPU usage isn't tied up with any one program, it just cycles between the ones that are open randomly (also they don't even add up to 100 alot of times).
