CPU multiplier won't change on one core?

Okay i had a 3rd party heatsink break off the mobo(don't worry the mobo was okay). so i took out the cpu, cleaned it off and new thermal paste and put on the stock heatsink. This is a custom built pc. The temps went from 33C to 46C idle. also the processor was only running at 2.0ghz.

My processor is an Intel E8400 core 2 duo 3.0ghz and the motherboard is an ASUS P5N-D.

I went into the bios and made sure intel speedstep was off. flashed the bios to the newest version. and changed the multipier from 6 to 9. well, it changed the multiplier on the first core but not the second...IDK what to do. is my processor broken, it is still under warranty. How do I fix the multiplier problem...oh and i could run dragon age origins on max before (no lagg). now it laggs all the time even out of combat. Help please.CPU multiplier won't change on one core?i thought cpu's were multiplier locked since early pentium days?

you might want to reset your bios settings, and see what happens with the cpu after that.
