How to change my video card and cpu on fallout3?

i want to play fallout3 on high settings with no problems but i need to know what kind of video card to get and how to change my cpu. please say what the best video card would be and how much it would cost with these specs thanks.

Also note that this game is playable at 30fps. This is not a %26quot;twitchy%26quot; FPS, so smooth fps is not required to play.

Your CPU is powerful enough as it is. Changing it won't see a very large increase in performance, however if you DO wish to change it, here's a few vids for ya:
