How do you change the cpu clock speed in the bios on a XPS M1730?

I have a dell XPS M1730 and it has an intel core 2 duo processor running at 2.2ghz but wen i pull up my cpuid software it shows my cpu running at 1.6ghz. so i went into the bios to change it and when i got there it said the cpu was running at 1.65ghz but it wouldnt let me change it to 2.2ghz.
